III. DISCIPLINE EVALUATION <br />BACKFILLING AND GRADING <br />Swell Factor <br />The volumetrics assumptions and calculations used to deter- <br />mine the swell factors were checked using Exhibit 2 and accom- <br />panying maps of Addendum II to the permit application and found <br />to be correct. However, since the swell factor is critical to <br />the analysis of the applicant's ability to achieve the proposed <br />reclaimed contours, the applicant must verify the amount of coal <br />mined between May 15, 1978 and August 29, 1979. Therefore the <br />following stipulation is proposed. <br />Within thirty days of permit approval the applicant must <br />submit the information to verify that 96,866 tons of coal <br />were mined between May 15, 1978 and August 29, 1979. <br />~,~~~ •n''ti`~ ~ e 9rcc~ ~~~+ S ~ ,.ic ~u L{r~ u- 5 ~-~ l~ ~.rr~i ~ {-E r: ~ S{-, p~ ~ ~ i V"~ <br />O y e r b u r d e n Q u a l i t y 1•~ ~ U ~ ~L'nAJ ~J ~~t "~'` s`n.c.,~` u~ c~=~-e-~ ~u,w~ p~ ~x„b ~-~""7 <br />As the applicant has noted, unacceptable SAR values are <br />naturally occurring at the mine site (section 2.05, Appendix C, <br />and pages 2 and 3 of Addendum II of the permit application), <br />especially in the areas of the nose of the McCallum Anticline. <br />However, as also noted by the applicant, the SAR values appear to <br />improve rapidly in the northward direction along the flanks of <br />the McCallum ,Anticline (page 47 of Appendix C). Because of the <br />extremely variable nature of the SAR within the overburden it is <br />doubtful that the overburden samples taken from only three holes <br />are adequate to characterize the nature of the overburden over <br />the entire permit area, especially for PitCl~j? ~~f ~ <br />L <br />The overburden sample used to determine the average SAR <br />values for Pit 1 is noted, on page 11 of Appendix C, as being <br />from Hole 1 which is located "near the center of the lease pre- <br />-48- <br />
