The applicant proposed to revegetate by: <br />planting a stubble mulch, seeding a native rangeland mixture into <br />the mulch, applying a wood chip mulch, and applying additional <br />straw mulch as needed. <br />A stubble mulch of 50 lbs PLS/acre of winter rye will be <br />drill-seeded in the first Fall following topsoil replacement. <br />The following growing season the stubble mulch will be cut prior <br />to the boot stage to prevent volunteering. The stubble mulch <br />will be evaluated by clipping and weighing plant residue in 10 <br />plots. Following guidelines presented in the USDA publication <br />"Guide for Wind Erosion Control on Cropland in the Great Plains <br />States," the applicant will determine if plant residue is suffic- <br />ient to reduce soil loss to less than 2.5 tons/acre. Additional <br />straw mulch will be added as needed to control soil loss (p. 64, <br />Vol. I of the permit application and Exhibit I, Addendum II). <br />For final reclamation, the grass seed mixture will be <br />drill-seeded after fortis and shrubs have been broadcast seeded. <br />This will be done in the fall after seeding the stubble mulch, <br />The seed mixture can be. found on page 62, Volume 1 of the permit <br />application, Temporary stabilization of the topsoil stockpiles <br />will be accomplished by seeding. The locations of stockpiles are <br />illustrated on Figure 2 and 2A of the permit application. <br />Wood chips will be applied to revegetated areas at a rate of <br />80 yd3/acre. The chips will be applied using a standard manure <br />spreader. In accordance with the request of CMLRB, Wyoming Fuels <br />is required to perform soil tests for fertility levels to examine <br />the carbon:nitrogen ratio of the soil (p. 65, Vol. 1 of the per- <br />mit application). <br />Soil testing will be conducted concurrently with the <br />requirements for evaluating the effects of wood chips on soil <br />fertility.
