The
Division has a number of questions and comments regarding the
reclamation cost estimate which are addressed below.
1. Drill hole logs were transmitted to the DMG by BRL's adequacy
response letter dated June 20, 1996.
2. The DMG indicates that BRL's emissions permit lists the volume
of the coal stockpile as 60,000 tons and the silo at 6,100
tons. The DMG further indicates the permit application lists
volumes of 100,000 tons and 5,000 tons respectively. The DMG
asks what will be the maximum volume of the stockpile and the
silo.
The coal stockpile volume will be limited by the emission
permit at 60,000 tons. The truck loadout will have 5,000 tons
of raw coal and 1,100 tons of stoker coal for a total of 6,100
tons. The emissions permit may be revised in the future to
allow for a 100,000 ton stockpile. Therefore, the DMG may
want to use the 100,000 ton figure for the bond estimate.
3. The DMG notes there are no costs for the reclamation of the
control room and weigh bin associated with the silo. An
estimate based on volume will be used to provide for the
reclamation of the control room and weigh bin located beneath
the proposed silo. Enclosed is revised page 3.02-16.
4. Page 3.02-16 was revised to correct the silo dimensions.
