~~JW ------- ---_ - - -
RIiCL]\I4ATION SUI4~~InRY OF
• ~ FISII rREEt; SEED~IG -
On the 14th day of September, 1972; Energy Fuels
Corporation made application to the Colorado Department of
Natural Resources, attention of Atr. Dor.' F!asY.e, for a permit
to operate an open-cut strip mine to be Y.no~•:n as "Energy \o.
2" in Section 25, Township 5 North, Range 87 West of ttic 6th
P.M. The same was apnroved on September 15tH, 1972 as
Permit No. 32 as issued by the Colorado Department of
Natural Resources. This permit was to cover the period of
July 1, 1972 to June 30, 1973. Issuance of subsequent
permit No. 44 covered this area through June 30, 1974. Bond
was posted on the initial disturbance at the Energy No. 2
2+line, but, with the consolidation of all Energy Fuels'
pErmits and bonding on August 16, 197b, this area was
adequately covered by the floating bond posted by FT1PT~
Fne1s under a Zife of the 73ine Permit No_ 7fr16.
Actual mining began in September of 1972, shortly :after
approval of Mine Permit No. 32. Initial mining operations
involved the stripping of topsoil with two Terex'.TS-14 tw_a-
bowl scrapers followed by the stripping of the overburden
• with two Caterpillar D-9 bulldozers.
A number of reclamation performance standards were
placed upon Energy Fuels to assure that the land was reclaimed
to a useful and productive state. The initial concern fog
reclamation was set forth prior to the application made tc
obtain a state mining permit. In a letter dated November 3,
1972 Energy Fuels infor:~ed .Mr. Donald Haske, Chief Inspec~or,
State Coal Mine Inspection, that all affected lands would be
seeded and returned to their owner for grazing purposes.
This letter made reference to a lease agreement dated
.September 10, 1972 with the surface owner, Bogle Farms, Ir_c.
The entire text of that lease agreement concerning the
reclamation standards was found in item 6 and read as
follows:
5. Zessee agYees that it shall, at its own sole
o ~ cost and expense, restore the surface of the land
mined, and reclaim •the topsoil thereof and shall seed
• the same with the type of grass which shall be selec wed
by the Lessor, and Lessee shall:
(1) Segregate all topsoil from other over-
- burden;
• (2) Grade the entire affected area into a
gently rolling topography;
(3) Replace the topsoil over the other
overburden. .
-•-
`~°I-
