P1cPa11 regarding [he design and construction of the proposed excess spoil <br />fill proposed by Flatirons, I.•c. at the Bourg Coal Strip Pfine. <br />Mr. McFall asked whether it ~~as our interpretation of Interim Regulation <br />section 715. 15 (a) that a sophisticated stability analysis was required for <br />this excess spoil fill application. I indicated that I did no[ interpret <br />this situation to require a stability analysis, because of the low angle of <br />the natural slopes and the low final surface grade of the proposed fill. <br />Afr. PlcFall then inquired about thc- specifics of design and. inspection of the <br />construction of the fill. 1 suggested that he submit a report specifically <br />responding to each subsection of section 715.15(a).
