Gentz ~ -~~ <br />Subject: Review of Draft TEA - Blue Ribbon Coal Mine - CO-002/ - Topsoil, <br />Overburden, Prime Farmlands <br />The soil reclamation plan does not meet the requirements of Section 816.22 <br />(Topsoil Removal) which requires the removal and redistribution of the A <br />horizon or the upper 6 inches. However, the land has been previously <br />disturbed and only about 4 inches of material (salvaged topsoil and a pond <br />embankment) are available for redistribution. <br />In order to mitigate the previous disturbance which will result In only 4 <br />inches of suitable plant growth medium being replaced on the surtace, the TEA <br />should emphasize the quality of the disturbed material beneath the surtace 4 <br />inches. n uage_should be inserted stating average depth of suitable rooting <br />medium pl-Lanaes presence ~~ ~aFk c,t r - « ~,- haavv material a c. <br />The soil was disturbed after August 3, 1971 by a previous owner who had a <br />pattern of willful violations. The present operator is maKing a good effort <br />toward reclamation according to the Colorado State Office of Mined Land <br />Reclamation. <br />Overburden does not apply in this case and prime farmlands are not involved. <br />~~ <br />
