As <br />such, specific information regarding agriculutural significance, <br />restoration of the essential hydrologic functions, and predisturbarrce <br />agricultural productivity is required. Plans for pest-reclamation <br />monitoring to document restoration of essential Hydrologic functions and <br />ayricultural productivity is also required. <br />With respect to ayricultural siynificance, the appl ration asserts that, <br />since only eigfrt of the total nineteen acres within tfle permit area will <br />be disturbed, "the affected area is small and provires negliyible support <br />for one or inure farms". However, no specific infortation regardiny the <br />percentage of the farm's production which carne from the affected AVF is <br />presented. In order for the division to make a finciny of non- <br />siynificance; sufficient productivity and economic `nforetation must be <br />provided to document, based on acreage, boundaries t.nd productivity of <br />the farm that the affected AVF provided negligible support for production <br />of the farm. <br />"Farm" is defined by Rule 2.Ub.8(5)(c) as "the comUlnatiun of <br />[agricultural] land units with ac re aye and boundaries in existence prior <br />to Auyust 3, 1977, or if established after August s, 1977, with those <br />boundaries based on enhancement of the farm's ayricultural productivity <br />and not related to surface coal mining operations. <br />With respect to restorations, necessary information is specified by Rules <br />2.Ub.8(a)(i), (iv) and (v) and Rule 1.06.8(4){d)(ii)(c). Since pre-mine <br />and post-mine land uses are irrigated ayriculture, it is critical that <br />the application identify those soil characteristics which existed prior <br />to disturbance and specify how those soil characteristics will be <br />restored. <br />423 Centennial Building. 1313 Sherman Street Denver, Colorado 80203 Tel.
