The applicant has identified an <br />alternative water supply for alluvial water users, but has not identified <br />an alternative water supply for surface water users. <br />In addition, the applicant has not provided a plan describing the <br />measures that would be taken to mitigate adverse effects to surface and <br />ground water users should adverse effects occur. <br />Stipulation <br />THE OPERATOR WILL SUBMIT BY NO LATER THAN 90 DAYS FOLLOWING <br />PERMIT APPROVAL A CONTINGENCY PLAN IDENTIFYING THE SOURCES <br />OF WATER THAT WOULD BE USED, AND THE MEASURES THAT WOULD BE <br />UNDERTAKEN BY THE OPERATOR TO PROVIDE WATER TU SURFACE AND <br />GROUND WATER USERS SHOULD THE APPLICANT'S HYDROLOGIC <br />MONITORING INDICATE THAT THE MINING OPERATION IS HAVING AN <br />ADVERSE EFFECT UPON WATER USERS. <br />Surface Water Monitoring- <br />The applicant has proposed an extensive surface water monitoring plan in <br />the addendum to the application (Table 10, Kimball, et al., 1982). The <br />plan, as proposed, will be adequate with the addition of the following <br />stipulation. <br />Stipulation <br />THE OPERATOR SHALL SUBMIT AN ANNUAL HYDROLOGIC REPORT BY <br />DECEMBER 1 OF EACH YEAR. THIS REPORT SHALL CONSIST OF AN <br />ANALYSIS OF ALL MONITORING DATA COLLECTED THROUGH SEPTEMBER <br />30 OF THAT YEAR FOR 1) SURFACE WATER, 2) GROUND WATER, 3) <br />MINE INFLOWS, 4) CONSUMPTIVE USE OF WATER IN THE MINE, AND <br />5) MINE WATER DISCHARGES. THE REPORT SHALL CONTAIN AN <br />ASSESSMENT OF THE IMPACTS OF MINING ON THE QUANTITY AND <br />QUALITY OF GROUND AND SURFACE WATER DURING THE PAST YEAR, <br />AND AN ESTIMATE OF THE PROJECTED IMPACTS OF MINING IN THE <br />FOLLOWING YEAR. <br />(Dan, this is a minor rewrite of stipulation number three in Roy's <br />October 18, 1982 memo to you.) <br />Surface water - Cumulative Hydrologic Impact <br />The Quinn Coal Tomahawk mine is located in the general area of the Red <br />Canyon Mine, approximately two miles to the west. The Tomahawk mine is <br />currently permitted as a surface mining operation. Life-of-mine <br />operations would include underground mining activities. <br />The current disturbances at the Tomahawk Mine are located primarily <br />
