<br />I Carol Russell, Ed Bischoff -l- June lU, 1983 <br />i <br />i <br />~ Several minor concerns were noted that were not resolved in the permitting <br />{ process. These items will be addressed as stipulations. <br />The diversion ditch, which routes undisturbed drainage away from the mine <br />site, is partially outside the pe rniit boundary. This is not in compliance; <br />all disturbance must be within the permit boundary. The following stipulation <br />is, therefore, required. <br />Stipulation No. <br />THE UPERATUR SHALL REVISE THE PERMIT BUUNUARY, NCREAGE FIGURES, <br />RIGHT-UF-ENTRY INFURMATIUIJ, AfJU LEGAL DtSCKIPTION IN THE APPLICATION TO <br />INCLUDE THE ENTIRE DIVERSION UITL'H AND HSSUCIATEU DISTURBED AREA PRIOR <br />TU ANY MINING ACTIVITIES. <br />The operator also failed to certify all the drainage and sediment control <br />designs and maps in accordance with Rules 2.U5.3(4)(ii) and 2.10. <br />Stipulation No. <br />THE UPERATUR SHALL CERTIFY ALL DRAINNGE NI•JD SEDIMENT CONTROL DESIGNS ANU <br />DRAWINGS IN ACCORDANCE WITH RULES 2.U5.3(4)(ii) AND 2.10 WITHIN 30 DAYS <br />AFTER PERMIT ISSUANCE. <br />To prevent excessive siltation from prematurely clogging the 260 foot Lewis <br />Gulch Fill culvert, the Division is requiring the operator to construct a <br />small sediment trap (2-3 foot deep excavation) at the inlet of the culvert to <br />trap small amounts of streambed load prior to it entering the culvert. <br />Cleaniny a culvert of this size and length would be difficult if allowed to <br />clog with sediment. The followiny stipulation addresses this concern. <br />Stipulation No. <br />THE OPERATOR SHALL CUfJSTRUCT A SMALL SEDIMENT TRAP (LESS THAN 3 FEET <br />DEEP ANU 10 FEET LONG) AT THE INLET OF THE LEWIS GULCH FILL CULVERT <br />PRIOR TU COMPLETION OF THE FILL. <br />With the acceptance of the above stipulations, the Division's review of the <br />drainage and sediment control system, mine water treatment system, and <br />alternative sediment control system shows the operation to be in compliance <br />with the design and performance standards of the Regulations. <br />Roads <br />The mine haul road consists of a short 70 foot road segment from the existing <br />county road to the Lewis Gulch Fill. All other roads are access roads which <br />traverse over or between the three mine benches. Most of the road drainage <br />will be routed through the sediment control system by roadside ditches. These <br />ditches will contain numerous check dams to control water velocity and erosion. <br />
