<br />David Berry -21- June 20, 1996 <br />quantity of water in the springs and seeps, considering the <br />potential for ground water drawdown. The requested discussion <br />is located in at least three places in the permit. On page <br />2.05-68 (a)(iii), Exhibit 15 page 39, and in Section <br />2.05.6(6), page 2.05-85, which states in part: Springs could <br />be damaged by subsidence cracks in the impervious layer below <br />the springs which would cause them to drain to the formation <br />below". <br />A comment on the quantity of water in the springs and seeps <br />was added to page 2.05-68 as requested. Enclosed are revised <br />pages 2.05-66, 68i and 69. <br />83. On page 2.05-68, the possibility is raised that several ponds <br />may be in the projected angle of draw but that damage would be <br />minimized by the effects of subsidence. The DMG requests that <br />BRL comment on which ponds may be impacted by subsidence and <br />to what degree. Section 2.05.6(6) page 2.05-83 states in <br />part: "Five ponds have been identified within the permit and <br />adjacent area. Two of the ponds (P-1 and P-2) are within the <br />angle of draw of the proposed mine workings". Section <br />2.05.6(6) page 2.05-85 states in part: "The ponds could be <br />damaged and drained by a subsidence crack that would occur <br />directly below the pond. The probability of such an event is <br />very low. Any pond effected by a subsidence crack could be <br />repaired through the installation of a pond lining of a <br />impervious material such as bentonite or synthetic liner <br />material". Section 2.05.6(6) pages 2.05-89 & 90 state in <br />part: "Pond P-1 is located in a zone of greatest subsidence <br />impact. For this reason, this pond will be protected by a <br />limited extraction zone. The limited extraction zone is <br />defined by extending a safety zone a distance of fifty feet <br />around the pond and then projecting a line down at the angle <br />of draw until it intersects the coal seams. Pond P-2 is <br />located in a zone of intermediate subsidence however the <br />overburden below P-2 is nearly 1,000'. For all practicable <br />purposes Pond P-2 is in a zone of minor subsidence. <br />Therefore, no limited extraction zone will be provided for P- <br />2". <br />84. The discussion of the probable hydrologic consequences for <br />surface water and ground water, found on pages 2.05-70 and <br />2.05-71, concern the quality of water. The DMG requests that <br />the discussion be expanded to include a discussion of the <br />probable hydrologic consequences on the water quality for <br />surface water and ground water. Enclosed is revised page <br />2.05-70 and 71 which expands the discussion of the probable <br />hydrologic consequences on the water quality for surface water <br />and ground water. <br />85. On page 2.05-72 of the permit application, it is stated that <br />the sediment ponds will be sampled in compliance with NPDES <br />
