Shelton <br />Director <br /> <br />of rch 18, 1982 Concerning the Review of <br />d Q of the Hayden Gulch Coal Mine Permanent <br />Upon reviewing the permanent permit application Section 2.05.3(4), entitled <br />"Ponds, Embankments and Diversions", as well as referenced exhibits K, U and <br />BB and appendix E, I find no referral to appendix Q. Furthermore, it appears <br />that the entire sediment control plan has been revised several times since <br />appendix Q was prepared by Chen & Associates, Inc. in 1978. None of the <br />sediment control ponds shown on exhibit K of the permanent permit application <br />correspond with the ponds analyzed by Chen & Associates, Inc. in appendix Q. <br />Therefore, appendix Q appears totally superfluous to the permanent permit <br />application. <br />Assuming that none of the pond embankments now proposed exceed ten feet in <br />height, which is difficult to ascertain from the existing permit application <br />documents, geotechnical and slope stability analyses are not required. Based <br />upon the history of sediment control adequacy problems reflected within the <br />files on the Hayden Gulch Coal Mine, I recommend that you review the sediment <br />control system design with the assistance of Jerry Zimpfer and/or Bob Liddle. <br />/k <br />CC: F, Banta <br />
