RE: Permit No. C-92-081 - Hayden Gulch Loadout
Dear Mr. Wathen:
This letter addresses the Division's outstanding technical
adequacy concerns related to the permit application package for
the above-referenced facility and summarized in my letter of
April 19, 1993.
A revised page is enclosed which modifies the rangeland seed mix
(Tab 20). The species Medicaao falcata replaces Medicaao sativa
in the mix.
A revised page is enclosed which clarifies the species diversity
revegetation success standard in Tab 20.
A new map is enclosed which shows locations of both structures
and water rights in the vicinity of the permit area. The map
replaces the existing map in Tab 14, Attachment 14-1. Peabody
had originally agreed to plot these items on Exhibit 4-1.
However, the scale of Exhibit 4-1 is such that few structures
and water rights would have been shown. The new map provides
more useful information.
The enclosed updated list of water rights is provided to replace
the previous illegible list contained in Attachment 14-1.
Revised pages (Tab 7) are enclosed which provide reference to
the new hydrologic structures and water rights map, and updated
list of water rights contained in Attachment 14-1.
A revised page of the application form is enclosed to reflect
State ownership of land (acreages) in the permit area.
As we discussed on the telephone, Peabody will provide the
Division copies of the Routt County Special Use Permit for
incorporation in the PAP when it is issued. Peabody will also
update Exhibit 12-2 to show the small area exemption acreages
when the revision application for a small area exemption for the
substation area is submitted. This revision is being prepared
per the Division's request at the May 7, 1993 field inspection.
