~ -9- <br />Section 2.05.4 - Reclamation Plan <br />1. The reclamation plan cannot be adequately evaluated until a definite <br />mining plan is provided. If the channel is mined, the reclamation must <br />create a stable channel and the provisions of Rule 4.05.4 must be <br />followed. <br />2. Problems noted are as follows: <br />~ti~• a. A final configuration longitudinal profile is not provided, nor are <br />~.,~ final configuration cross sections. Both are needed. <br />F`~' <br />~,~:~ b. The provided premine cross sections are not of large enough scale <br />to determine the premine channel morphometry. <br />~: <br />c. The operator proposes to straighten the channel which may create <br />more erosive velocities than are present in the existing channel. <br />' Also, the cross sections provided on Map 7 indicate that the <br />~ elevation of the channel will increase at cross section B, C, and <br />D, and decrease at cross section E. These changes may create an <br />unstable channel configuration, but no plans are provided to ensure <br />channel stability. <br />3. In summary, the operator must provide detailed designs and calculations <br />to show the final channel configuration and that the channel will <br />be stable (Rule 4.05.4). These must include a post mining longitudinal <br />profile, post mining channel cross sections, velocity and erodibility <br />calculations, riprap calculations if erosive velocities are expected, and <br />peak flow calculations for the 10 year, 24 hour and 100 year, 24 hour <br />storm events which are correlated to channel and floodplain morphometry. <br />Section 2.05.4(2)(c) <br />,~,:.,~1. This section indicates that adequate planning pertaining to backfill <br />volumes has not occurred. This is a very important issue, especially <br />;~,, ~ given the apparent plan to mine the channel. <br />Exhibit C <br />1. All operations that are required to obtain an NPDES permit are also <br />required to file a Spill Prevention and Containment Countermeasure Plan <br />• `~ (SPCC) with the Colorado Department of Health.
