The <br />applicant should also develop a contingency plan to reflect repairs should <br />cracking or collaspe develop, including an emergency barricading program. <br />(10) Similar buffer pillar boundaries are proposed by the applicant beneath <br />Curtis Creek. The applicant should discuss the specifics for delineation of <br />these proposed buffer zones for each seam beneath Curtis Creek. In accordance <br />with Rule 4.20.9(1), the Division must be satisfied, "on the basis of detailed <br />subsurface information, ... that subsidence will not cause material damage..." <br />Until the Division is satisfied mining beneath Curtis Creek cannot be approved. <br />(I 1) The applicant suggests that the Jensen ranch will be protected by <br />leaving adequate coal in place beneath it. The applicant must provide <br />appropriate technical justification fnrthe delineation of such a buffer zone, <br />including appropriate angle of draw and pillar strength calculations and <br />projections. . <br /> <br />
