OF NA. ...~ ~..ii. <br />The Office of Surface Mining (OSht) has completed the Apparent Completeness <br />Review of Che cultural resources portions of [he R1ue Ribbon Subsurface Nine <br />Plan. On the hasis of a Limited cultural resource survey~my staff has found <br />no sites which are eligible for listing in the National Register of Historic <br />Places that will he directly impacted by mining opera[ions. The rzview, <br />however, has determined that lands which have the potential for post mining <br />subsidence have not been inves[iga[ed Eor cultural resources. <br />We believe that approval of this mine plan wLth the following stipulations <br />will leave no effect nn k~town cultural resources. It is the intention of this <br />office to conduct an inhouse sample cultural resource-oriented survey of these <br />potentially affected lands before July 1981. If the survey locates cultural <br />resources, additional consultation with your office will he required. <br />Proposed Stipulations <br />A. If cultural materials are located as a result of [he survey, they will be <br />recorded by the Office of Surface Mining and [he documentation will be turned <br />over to [he applicant. Within 60 days of receiving completed survey forms, <br />t)ie applicant in conjunction with OSM, the Forest Service, and the State <br />Ili static Pre servatinn Officer (SIIY~) will request a determination of <br />eligibility. Addit~ionaLiy, it is the responsibility of the applicant to <br />formulate within 90 days of receiving, [he OSM survey forms a mitigation plan <br />for eligible sites threatened by potential subsidence acceptable to the above <br />agencies and the Advisory Council for 1{isCoric Preservation. Preservation and <br />or mitigation of impacted cultural resources is the responsibility of the <br />applicant. <br />6. If previously unidentified cultural resources should he_ discovered during <br />mining operations, the operator shall insure [hat the site is no[ disturbed <br />and shall immediately cease land disturbing activities within the vicinity of <br />LJ ue site and notify the regnlacory authority. The operator ,hall ensure that <br />the re.aou~ee(s) is properly cvaluaCZd in terms of. Lhn National Register (36 <br />C!~R 60.G).
