Memo to Berhan Keffelew <br />Rimrock Supplemental Adequacy <br />page 2 <br />8 millisecond delay period, at a distance of 50 feet from the pipe, the <br />6.5 inches per second peak particle velocity will not be exceeded at the <br />pipe. The applicant also proposes to conduct a thorough seismographic blast <br />monitoring program. The applicant includes a copy of the emergency response <br />plan adopted by Raton Gas Transmission Company, the owner of the natural gas <br />pipeline. Assuming that the blasting plan does not exceed the loading <br />referred to by Greg Lewidci & Associates (" 3" diameter holes, spacing of <br />10 feet, burden of 10 feet, top stemming of 4 feet, minimum delay of <br />8 milliseconds between holes, hole depth of 10 feet, charge depth of 6 feet, <br />ANFO explosives and toe of less than 1 foot"), I believe the applicant's <br />presentation is acceptable to demonstrate their intention to comply with <br />Rule 4.08.4(7). <br />However, ~ examination of the materials originally submitted within the <br />application and the supplemental materials you forwarded to my attention have <br />discerned some remaining deficiencies in the applicant's blasting plan <br />presentation. The amended materials generally state the applicant's intention <br />to comply with the rules. However, the rules require that specific blasting <br />plan information be included within the application. In order to comply with <br />Rule 2.05.3(6)(a), the applicant should clearly describe: <br />(i) Types and approximate amounts of explosives to be used for each <br />type of blasting operation to be conducted (a sketch of proposed drill <br />hole layout and delay wiring patterns is helpful); <br />(ii) A plan for recording and retention of the required blasting <br />information enumerated in Rule 2.05.3(6)(a)(ii); <br />(iii) A description of blasting warning and site access control equipment <br />and procedures; and, <br />(iv) the location, indicated on a map, of each explosive storage <br />facility. <br />In my opinion, once the <br />additional information, <br />approvable. <br />application has been amended to contain this <br />the blasting aspects of the mine plan will be <br />cc: Mike Savage <br />Doc.
