Memo to Berhan Keffelew
Rimrock Supplemental Adequacy
page 2
8 millisecond delay period, at a distance of 50 feet from the pipe, the
6.5 inches per second peak particle velocity will not be exceeded at the
pipe. The applicant also proposes to conduct a thorough seismographic blast
monitoring program. The applicant includes a copy of the emergency response
plan adopted by Raton Gas Transmission Company, the owner of the natural gas
pipeline. Assuming that the blasting plan does not exceed the loading
referred to by Greg Lewidci & Associates (" 3" diameter holes, spacing of
10 feet, burden of 10 feet, top stemming of 4 feet, minimum delay of
8 milliseconds between holes, hole depth of 10 feet, charge depth of 6 feet,
ANFO explosives and toe of less than 1 foot"), I believe the applicant's
presentation is acceptable to demonstrate their intention to comply with
Rule 4.08.4(7).
However, ~ examination of the materials originally submitted within the
application and the supplemental materials you forwarded to my attention have
discerned some remaining deficiencies in the applicant's blasting plan
presentation. The amended materials generally state the applicant's intention
to comply with the rules. However, the rules require that specific blasting
plan information be included within the application. In order to comply with
Rule 2.05.3(6)(a), the applicant should clearly describe:
(i) Types and approximate amounts of explosives to be used for each
type of blasting operation to be conducted (a sketch of proposed drill
hole layout and delay wiring patterns is helpful);
(ii) A plan for recording and retention of the required blasting
information enumerated in Rule 2.05.3(6)(a)(ii);
(iii) A description of blasting warning and site access control equipment
and procedures; and,
(iv) the location, indicated on a map, of each explosive storage
facility.
In my opinion, once the
additional information,
approvable.
application has been amended to contain this
the blasting aspects of the mine plan will be
cc: Mike Savage
Doc.
