13. Soil resources are discussed on pages 2.04-19 to 2.04-21 and in Exhibits <br />6 and 12. Soil identification and nomenclature is not consistent between <br />the referenced portions of the application. Please correct this <br />inconsistency. <br />14. Exhibit 13 contains an analysis of two soil samples obtained by La Plata <br />Coal to address a concern raised in the Division's November 4, 1982 <br />letter to Sunbelt Mining. These data show soil resources that could be <br />used for final reclamation purposes. 7o properly evaluate this <br />information, La Plata Coal should show on Map 4 where the soil samples <br />were taken and describe the amount of soil (in cubic yards) that could be <br />used in reclamation. Also, the soil stockpiled in the gulch west of the <br />mine facility area should be included in the permit area, sampled for the <br />parameters previously described, and the volume estimated. <br />15. The Vegetation Map (Map 3) references Exhibit 9 (Bonding). Please <br />correct this reference. <br />Application Section 2.05 - Rules 2.05.3 Operation Plan; 2.05.4 Reclamation <br />1. Page 2.05-2 of the application discusses developing new mine entries. <br />Based on previous conversations with you, we understood that the existing <br />entries were adequate and no additional portals are needed. Please <br />clarify. <br />2. Throughout this section, Maps 6 and 8 are referenced. In some cases, the <br />referenced information is shown but in other cases it is not. An example <br />is on page 2.05-3 where room dimensions are supposed to be shown on <br />Map 8, but are not. La Plata Coal should review this section and make <br />sure these maps represent all referenced information. <br />3. A drainage ditch is planned for the access road to the portals. The <br />statement is made on Page 2.05-6 that the ditch will be lined with pieces <br />of Menefee sandstone to reduce the velocity of water, Lining the ditch <br />may actually increase the velocity of water but will act to control scour <br />within the ditch, In order to evaluate this condition, the application <br />should include a specification of ditch dimensions and riprap size. <br />4. The drainage system shown on the map supplied to the county for approval <br />does not correspond to Map 6, Drainage and Sediment Control Plan. Map 6 <br />should be revised to show the features in Exhibit 14. <br />5. Since permit application submittal, La Plata Coal has done a tremendous <br />amount of work to clean up this site. During these clean-up activities, <br />a number of the mine facilities were removed. La Plata Coal should <br />revise this section to address the current and proposed mine facilities. <br />6. Also during the recent clean up activities, La Plata Coal blocked off the <br />east portal access road and upgraded the west portal access road. Map 6 <br />should be updated to reflect that the east portal access road no longer <br />provides access. Also, the discussion on page 2.05-20 of the application <br />should be expanded to address the concerns raised by the Division in the <br />November 4, 1982 letter to Sunbelt Mining. <br />-5- <br />
