Mr. Dave Canning <br />Page Seven <br />April 15, 1982 <br />Backfilling and Grading (cont'd) <br />The applicant should commit [o the examination of the portal bench <br />by an appropriately qualified registered professional engineer or <br />professional geologist at the time of backfilling and grading. <br />Any areas which are determined to represent significant stability <br />problems should be treated in order to minimize existing hazards <br />following reclamation. <br />2. The mass balance calculations for backfilling the highwall and the <br />sediment pond must be submitted. These calculations should confirm <br />the post mining topography minis the 6" of imported topsoil. <br />3. The application must also address the concerns expressed in Rule <br />4.05.18 regarding Stream Buffer Zones. <br />2.05.4(2)d. Topsoil <br />The applicant has proposed to import enough topsoil to redistribute <br />6" depth of soil over the disturbed area. In order to accurately <br />establish the bond amount, the area which will receive topsoil and <br />the approximate source for the topsoil must be given. <br />2. In order to assess the quality of the topsoil prior to redistribution, <br />the applicant should commit in the application to analyzing the <br />soil for texture, pH and either SAR or EC. <br />3. The "fill material" was analyzed and the results are on page 46.1 <br />of [he application. The sample location and the method of <br />sampling the fill material should be given. <br />2.05.4(2)e Revegetation <br />Due to the small area of surface disturbance the applicant has <br />requested guidance in developing a revegetation plan and success <br />standards for revegetation. The following is a suggested methodology <br />which the applicant can use as a guide for resubmitting the revegetation <br />section of [his permit application. <br />4.15.2 Use of Introduced Species <br />The landowner has requested timothy, orchard grass and brome to be <br />planted. All are introduced species. In order to approve the use <br />of these species, the applicant must provide justification. The <br />areas where these species will be planted must be included in the <br />mine plan. <br />
