-s- <br />4. Snowmass has not responded to questions 7, 8, 9, 10, 11, 12, 13, <br />and I9 on page 2I of the Preliminary Adequacy Review letter concerning <br />surface water impacts. <br />5. Snowmass must provide a discussion of the techniques used to <br />collect surface water flow and quantity data. The discussion should <br />detail sample locations, how flow measurements are made, how quality samples <br />are taken, and methods of preserving samples prior to analysis. <br />IV. Soil Resource Information <br />A. Snowmass was required to sample a point above the refuse pile to <br />determine appropriate stripping depths. Sampling was only done to a depth <br />of 30 inches. Snowmass should sample this area to bedrock since additional <br />material may exist below 30 inches which could be used as non-toxic, <br />non-combustible cover on the refuse pile, or potentially as plant growth <br />media. Sampling should be in increments no larger than 12 inches. In <br />addition, Snowmass should verify the depth of available material by sinking <br />several other auger holes. Based on this and other information in the permit <br />application, Snowmass should develop a topsoil salvage/redistribution balance <br />sheet. This is needed to assess the feasibility of reclamation and for the <br />reclamation cost estimate. - <br />B. Concerning question 3b on page 18 of the PAR and Snowmass' justification <br />for terrace spacing, the following questions need to be answered: <br />1. What type cf netting will be used to tack down the 1.5 tons/acre <br />of straw mulch on the refuse pile? <br />2. Snowmass must justify the use of 60o ground cover in determining <br />the "C" factor used in calculating soil Loss from the refuse pile. <br />V. Backfilling and Grading <br />A. Post-mining topography maps X301 and I?-300 should be redrafted to <br />include 5 or IO foot contour intervals for the reclaimed areas. This detail <br />is important since reclamation will occur in and adjacent to North Thompson <br />Creek. <br />B. The post-mining topography for the mine should be changed to provide <br />the reestablishment of ephemeral drainages, draws, and other natural <br />pre-mining features. <br />C. A post-mining topography map of the loadout and its haul roads needs <br />to be provided with 5 or 10 foot contours. <br />VI. Subsidence Survey, Subsidence Monitoring and Control Plan <br />Please refer to the attached memo from Jim Pendleton of our staff dated <br />October 27, 1981. <br />
