Snowmass Coal Company <br />Permit Application Review Comments <br />January 6, 1982 <br />I. Identification of Other Licenses and Permits <br />A. Recent changes and proposed changes in the sediment control plan and <br />water treatment facilities will require changes in Snowmass' NPDES Permit <br />No. CO-0029599. In addition, discharges at the loadout facility must be <br />incorporated into the NPDES permit. Snowmass should contact the Colorado <br />"- Water Quality Control Division to update Snowmass' existing NPDES permit. <br />A copy of the submitted application should be included in the MLRD application. <br />II. Specific Information Requirements <br />A. A map at a scale of 1:6000 (Z" = 500') must be supplied which shows <br />all boundaries of lands, both surface and subsurface, included in or <br />contiguous to the permit area (2.10.3(1)(a)). At this time, no such map <br />has been submitted. <br />B. A map at a scale of 1:6000 must be supplied which shows the boundaries <br />of land within the proposed permit area upon which the applicant has the <br />legal right to enter and conduct surface or underground mining activities <br />(2.10..?(1)(b)). The map that has been submitted is in a scale too small <br />to allow for adequate interpretation and does not meet the standards set <br />forth in Rule 2.10. <br />C. A map at a scale of 1:12,000 (1" = 1000') must be provided which <br />identifies the boundaries of all areas proposed to be affected over the <br />estimated total Life of the proposed surface and underground mining <br />activities with a description of the size, sequence, and timing of the mining <br />and subareas for which it is anticipated additional permits will be sought. <br />This map has not been submitted as required by Rule 2.10.3. <br />III. Surface Water <br />A. Water Rights and Water Quantity <br />1. In order for the Division to assess the operation's impact on <br />the quantity of surface and ground water, as well as determine compliance <br />with the requirements of the Colorado Water Resources Division, the following <br />information needs to be supplied to the Mimed Land Reclamation Division: <br />a) The applicant must break down in detail the amount of water <br />to be consumed, evaporated, and stored at the mine and the loadout. <br />These items should be broken down on a worst case monthly basis for <br />the five-year permit term. The loadout and the mine should be <br />considered separately. All information in response to this concern <br />
