Shelton <br />Director <br />June 4, 1981 <br /> <br />Mr. Rich Atkinson <br />Colowyo Coal Company <br />5731 State Highway 13 <br />Meeker, Colorado 81641 <br />Re: Technical Revision to Colowyo's Permit No. 76-15; the Leander Fill <br />- -`-- <br />Dear Rich: <br />The Division has reviewed and hereby proposes to approve a technical revision <br />to Colowyo's approved plan to allow additional spoil disposal outside of the <br />pit backfiZl operations. Included in this approval is a revision in the <br />permit area boundary which will add 134.62 acres to the permit area, with <br />approximately 45 acres of surface disturbance to the North of the present <br />Streeter Fi11. The drainage and sediment control plan for the fill extension <br />has been reviewed by the Division and is acceptable as submitted. The <br />archeological survey which encompassed the entire additional acreage to be <br />permitted at a 100 level of coverage identified no significant sites. No <br />further archeological study or mitigation will be required. <br />All required maps have been submitted to the Division. Topsoil removal, spoil <br />placement and reclamation of the additional spoil will be completed in accor- <br />dance with the plan submitted in the Permanent Program Permit application. This <br />Division and the Office of Surface Mining are proceeding with the technical <br />review of the slope stability analysis performed by CTL Thompson for the <br />Experimental Practice. If it is determined that the additional fill material <br />is unstable, Colowyo will be required to move the material to a suitable <br />site or take such measures as required by the Division to stabilize the fill. <br />A notice of the proposed decision will be published in the Northwest Colorado <br />Daily Press, as required by Rule 2.08.4(5)(b)(ii), the week of June 8, 1981. <br />The proposed decision shall become final if no request for a hearing has <br />been received by the Division within 10 days after the date of publication. <br />If you have any questions concerning this revision, please do not hesitate <br />to call. <br />' Sincerely, <br />Dan Mathews <br />Reclamation Specialist <br />DM/mt <br />I cc: Mike Wong - OSM <br />
