4 '_ • ~~ • IIIIIIIIIIIIIIIIIII <br />COAL COMPANY <br />August 26, 1982 <br />Mr. Jim Pendleton <br />Colorado Mined Land Reclamation Division <br />423 Centennial Building <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />RE: Additional Information and Revisions Requested for Powderhorn Coal <br />Company's Submittal of August 11 <br />Dear Jim: <br />On August 23, 1982, you phoned to say that you had reviewed Powderhorn's re- <br />sponse of August 11, 1982, to subsidence issues set fortFi by the Division in <br />the draft proposed decision document dated March 19, 1982. You stated that <br />information and plans submitted would probably satisfy the Division's concerns <br />if minor revisions were made. <br />The first revision you asked for was to add the boundary of the protected zone <br />along Rapid Creek and Cottonwood Creek on the mine plan of Exhibit 5. <br />Secondly, you asked that a statement be added to the subsidence monitoring sec- <br />tion saying that the Division will make the determination of how long beyond <br />the cessation of mining subsidence monitoring must continue to determine the <br />magnitude and other critical aspects of subsidence. <br />Thirdly, you requested a complete copy of a report, "Analysis of Pillar Fail- <br />ure 2nd and 3rd East Panels Roadside Mine", prepared by our consultant, John <br />F. P.bel, Jr. Essentially all of the information in this report is contained <br />in the permit application since it provided the most current data base for <br />protective pillar design, subsidence monitoring, and subsidence phenomenon <br />occurring over the Roadside Mine. A relatively small portion of the informa- <br />tion in the report deals with the specific mining techniques and practices <br />used in underground mining operations at Roadside. These techniques were <br />pioneered and developed at the mine and have resulted in highly productive <br />and cost-effective mining operations. Powderhorn Coal Company considers de- <br />tailed information regarding these mining methods confidential, and Dr. Abel <br />considers his procedure of evaluation and the conclusions and recommendations <br />he provided to mine management concerning the mining practice to be proprietary. <br />Therefore, far the reasons thus stated, and since there are no remaining issues <br />to be addressed with information from this report, Powderhorn Coal Company <br />elects not to disclose the report in its entirety. <br />POWDERHORN COAL GOMPAN~ PO.
