Dept of Natu-al Resources <br />Peabody Coal Company hereby submits seven (7) complete copies of the Mining and <br />Reclamation Permit Application for our proposed Seneca II-W Mine to the Office of <br />Surface Mining (OSM). Five (5) complete copies of the application were submitted to the <br />Colorado Mined Land Reclamation Office (CMLR). The application was subsequently <br />deemed complete by CMLR on December 31, 1984. This application is submitted in <br />conformance with the Colorado Surface Coal Mining Reclamation Act -Article 33, 34- <br />33-101 et. seg• and the Rules and Regulations promulgated therewith, and Section 502 of <br />the Surface Mining Control and Reclamation Act of 1977 (P.L. 95-87) and associated <br />Rules and Regulations. <br />This application was orginally submitted November 29, 1982 and subsequently deemed <br />incomplete in a letter from Mr. Jim Herron (CMLR) dated December 8, 1982. <br />Mr. Herron's letter explained those portions of the application which contained iruuffi- <br />cient data, thus causing the incompleteness determination. Peabody Coal Company <br />requested that, as time permitted, the CLMLR Staff rnntinue To review the application <br />for preliminary deficiencies. These deficiency letters were submitted to Peabody Coal <br />Company by Mr. Jim Herron on January 14, 1983 and February 10, 1983. Peabody Coal <br />Company has, in this submittal, aruwered The incompleteness issues and preliminary <br />deficiencies. For ease of review, these questions and responses have been incorporated <br />into one document and are attached herewith. <br />This application seeks a five year mining and rec{amation permit (1985 - 1990) and con- <br />tains all supporting information. In addition, information for the life-of-mine (1985 - <br />1997)is also provided. <br />Coal from this proposed mine, as with our existing Seneca II Mine, will be transported by <br />private hauler to the Colorado Ute Electric Association Hayden Station Power Plant. <br />This application contairu two separate, distinct permit areas: The proposed mining <br />permit area (1,366.9 ac.) and a proposed 4.2 mile haul road (120.9 ac.) from County <br />
