The anlaysis is a result of stipulation 3, within our approved <br />mining and reclamation permit. Each January, Trapper Mine must submit to the <br />Division an overburden swell factor analysis. The purpose of the study is to <br />verify the 257, swell factor proposed in our permit. In addition, I have <br />included a series of documents that show how the original value for overburden <br />swell was calculated using struck bucket size. <br />A comparison of the values calculated by each technique, i.e. struck bucket <br />size and cross sections, shows agreement. The swell factor according to struck <br />bucket size is 25.6%. When based on cross sections, a factor of 24.67, was <br />obtained. Therefore, we believe the 25% swell factor proposed within our permit <br />is correct. Since the two methods'give similar results, we request the Division <br />to delete the requirements of stipulatLon 3 for the rest of the permit term. <br />Susan, if you have questions concerning our request, please call. <br />Best regards, <br />H.
