Assessment in compliance with the National Environmental Policy Act of 1969 <br />(NEPA). OSMRE has reviewed Colorado MLRD's decision and findings of <br />compliance and Concurs with the analysis and conclusions contained therein. <br />The regional impacts of coal mining in the area in which the Mt. Gunnison <br />No. 1 mine is located are addressed in the following document: <br />BLM. 1979. West Central Colorado Coal Environmental Statement. <br />Site specific impacts of the current operations at the Mt. Gunnison No. 1 <br />mine were discussed in the the following documents: <br />OSMRE. August 1981. Mt. Gunnison No. 1 Mining Plan Approval <br />Environmental Assessment. <br />OSMRE. August 1985. Mt. Gunnison No. 1 Mining Plan Modification <br />Environmental Assessment. <br />OSMRE. September 1985. Mt. Gunnison Nine Mining Plan Modification <br />Environmental Assessment. <br />Colorado MLRD's decision and findings of compliance and the Environmental <br />Assessments and Environmental Statement listed above are incorporated by <br />reference into this environmental assessment, and the analysis and <br />conclusions are summarized below. <br />ALTERNATIVES <br />Alternative 1, Approval Without Special Federal Conditions--The Assistant <br />Secretary-Land and Minerals Management may approve the mining plan, as <br />modified, in accordance with the recommendation of Colorado MLRD. <br />Alternative 2, Disapproval--The Assistant Secretary-Land and Minerals <br />Management may disapprove the mining plan, as modified. <br />Alternative 3, Approval With Special Federal Conditions--The Assistant <br />Secretary-Land and Minerals Management may approve the mining plan, as <br />modified, with special Federal conditions in addition to those attached to <br />Colorado permit C-80-007 by Colorado HLRD. This is the preferred <br />alternative. <br />Other alternatives that were evaluated, but were eliminated from further <br />analysis included the following: <br />No Action Taking no action would have the same effects as the preferred <br />alternative C1~3), Approval with Special Federal Conditions. <br />Under the No Action alternative, the Mt. Gunnison No. 1 mine <br />would continue to operate under the existing mining plan <br />approvals. <br />-2- <br />
