LOng <br />Division Dneclor <br />RE: Pennsylvania West, Coal Gulch Permit C-92-079 <br />I have reviewed the November 2, 1992 and December 7, 1992 submittals from <br />Paul Baker for completeness of the permit application as well as for specific <br />responses to his requests. <br />The October 20, 1992 CDMG letter indicated that the Division would call the <br />application complete based on receipt of the following items: <br />1. Water quality analyses of 3 wells - complete <br />2. Water quality information from the Section 16 well - complete <br />Aquifer test data from the Section 16 well - needed <br />3. A commitment from Pennsylvania West to drill another well within 30 days <br />- needed <br />Therefore, the submittal is still incomplete. <br />The November 18, 1992 letter specifies the following requirements for <br />submittal soon after completeness. <br />- Geochemistry from two holes <br />1. Proposed Drilling Locations <br />Mr. Baker has proposed to use the Section 16 well and to monitor the <br />Upper Menefee/Lower Cliff house and has proposed an additional Point <br />Lookout well in the SW1/4NW1/4 of Section 21. Information from the <br />driller, John Frank, dated October 21, 1986, indicated that the Section <br />16 well is 4" diameter, 350' well with a ten foot bottom cement plug <br />and twenty feet of steel casing hanging into the well from the ground. <br />This is not a double completion well as requested in the June 28, 1985 <br />Division adequacy letter. Currently, water from the Cliff house and <br />Menefee are free to mix and provide no data about each individual <br />aquifer. In addition, this well is 4000' north of the permit area and <br />has no winter access. I would not recommend that this well be included <br />in the monitoring plan. <br />The proposed drilling location of the Point Lookout well is near the <br />Messier well and at the edge of the proposed mine plan. The location <br />would aid efficient sampling, and monitoring of the Messier during the <br />pump tests may result in very good drawdown information. A third drill <br />hole site should be on the western half of the permit area, if at all <br />possible. <br />
