I was due to be in Denver on the 24th & 25th of <br />February 1993, and thought that a roundtable meeting would be good for all parties <br />involved. Unfortunately, you returned my call saying that you could not meet as <br />requested due to the fact that you were to be out of Denver at that time. <br />As discussed during our last conversation in February, I informed you that Leo <br />Beeman has been retained to carry out the drill program needed to satisfy the MLRD <br />request for more detailed aquifer information upon the respective formations. During <br />our discussion I emphasized the fact that due to the very heavy snowfall this winter, <br />we are not able to carry out the drill program until the snow receeds for the drill sites <br />to be to the extent that machinery can be brought in. The only work for Pennsylvania <br />West Coal Company during this interim period, is to carry out the quarterly water test. <br />I was disappointed with your letter dated December 24, 1992 (received for January <br />1993), in that completeness of PWCC application was not given but delayed until the <br />results of the drill program are received by MLRD. As you are aware, these results will <br />not be available from for the lab until May 1993. Therefore, no work can be done by <br />PWCC employees, it's engineers and geologists until a completness letter is given and <br />difficiencies itemized by your department. It would seem more productive for all parties <br />involved if completeness were given (with the understanding that the drill program <br />must be completed by a specific date) so that work can proceed post haste. <br />
