The <br />estimate should include at least the following: <br />1. cost for sealing portals <br />2. building removal costs <br />3. backfilling and grading costs <br />4. reclamation costs <br />a, seed <br />b. seeding <br />c, mulching <br />d. fertilizing <br />5. topsoil replacement costs <br />Also any supporting calculations should be submitted. <br />3. Amore detailed plan for backfilling and grading must be submitted along with <br />cross sections through the disturbed area showing post-mining topography. <br />4. The applicant must submit a discussion on the method they plan to use to <br />redistribute topsoil. <br />5. The applicant states that reclamation will take place following the recommen- <br />dations made by Ferchau in exhibit 4 and those made by Hansen in exhibit 5. <br />However, the Ferchau and Hansen revegetation plans are different. Neither plan <br />is adequate thus a more comprehensive revegetation plan must be submitted. <br />Therefore, the applicant must clarify what he plans to do to meet the requirements. <br />6. The applicant must submit a description and cross sections of the method <br />they plan to use to seal the portals. <br />7. The methods to be used in seeding, a time schedule for seeding, any <br />mulching techniques planned to be. used, and a soil testing plan to determine <br />the fertility of the redistributed topsoil must be submitted. <br />2.05.5 Post 14ining Land Use <br />1. A description of how the post mining land use is to be achieved should be <br />submitted. The proposed seed mixtures do not substantiate that the post mining <br />land use of Range-lildlife can be met. <br />2. Since Range is one of the post mining land uses, a detailed management plan <br />to be implemented on the reclaimed land must be submitted. Also, the applicant <br />states that the reclaimed land will be grazed after one growing season, which <br />is contrary to, the regulations. before grazing is allowed on the reclaimed <br />land, the applicant must prove that vegetation is adequately established to <br />withstand grazing. <br />3. Since one of the post mining land uses is wildlife, the species to be seeded <br />during reclamation must have proven nutritional value for wildlife, be used as <br />cover for wildlife, and enhance wildlife Habitat. <br />~. The description of the Host mining land use must be accompanied by a copy <br />of comments by the surface land owners concerning the proposed use. <br />
