Mike Long <br />Page 17 <br />The watershed area is approxiamtely 50 acres in total. <br />The hydrology map, Map 7 depicts the area and the <br />drainage patterns. The flood hazard, insomuch as one <br />exists, will be reduced in that the rate of surface <br />runoff will be decreased. This will be realized by <br />decreasing the area defined by poorly vegetated steeper <br />slopes. These areas will obviously be replaced by much <br />shallower slopes with significantly more vegetative <br />cover. <br />The volume of flow from the reclaimed area will decrease <br />somewhat, however, when considering the area drained by <br />Stollsteimer Creek, the amount of decrease is very <br />insignificant. The Regional Hydrology Map, Map 6 <br />provides additional detail on the relative insignificance <br />of the actual drainage area of the permit area in <br />comparison to the drainage area which contributes flows <br />to Stollsteimer Creek. It is important to emphasize <br />that Map 6 does not define the entire drainage area of <br />the aforementioned creek. <br />Land Owner Consent <br />Consent from the landowners, Mel J. and Lucy J. Martinez, <br />is discussed in 2.05.5 and presented in Exhibit 15. <br />Compliance with 4.27.4, Limited Variances <br />Compliance with paragraphs (1), (2), (4) and (5) of <br />4.27.4 is discussed above. <br />The remaining portions of 4.27.4, paragraphs (3) and <br />(6), do not specifically apply to the proposed surface <br />mining and reclamation operations except that land <br />above the last highwall may require a small degree of <br />disturbance in order to blend the backfilled material <br />with the existing surface topography. In accordance with our discussion on the date <br />referenced at the opening of this letter, you <br />indicated that the Division will forward Chimney <br />Rock Coal a copy of the finding which indicates <br />that continuation of the existing and proposed <br />surface coal mining and reclamation operations <br />will not materially damage the alluvial valley <br />floor adjacent to the Chimney Rock Coal mine site. <br />
