~`
2.04.7(1)
1. Not all of the six Salt Creek ground water monitoring wells are indicated in
Figure 4.2-2. The applicant should show where Ground water Monitoring Station
No. 6 is located on this figure. In addition, there was a discrepancy in the
locations of several ground water monitoring stations (Nos. 3,4 and 6) in
Figures 4.2-2 and 4.2-3 of the original application. The applicant needs to
clarify the present location of these ground water monitoring stations on an
updated map.
2. The applicant should specifically indicate what the water levels were in
each of the ground water monitoring stations corresponding to the dates of
water quality analysis in Tables 4.2-1 through 4.2-5. Recording the water level
is a necessary component in the collection of water quality data.
3. The applicant should substantiate the assumptions of the transmissivity for
the saturated thickness of alluvium and of the average aquifer width which
were used in calculating the 40 gpm ground water flow on page 4-12.
4. On page 4-12, the applicant concluded that "within the Mesaverde Formation
as exposed in the study area there are no known major aquifers with substantial
yields of ground water". However, this conclusion is based on only five drill
hole samples in one specific location of the permit area. The applicant must
characterize with appropriate data the eastern and northern portions of the
permit area where coal mining will occur. Once this baseline information is
adequate, the applicant should be able to discuss more accurately how mining
activities will impact aquifers with respect to water quality, quantity, and
the effect upon recharge capacity in the permit and adjacent areas.
5. The applicant should specify which exploration boreholes confirm the conditions
referenced on page 4-13, paragraph 3.
6. According to 2.04.6(7)(a), the geology description shall include the first
aquifer below the lowest coal seam to be mined (i.e., the Cameo Coal seam).
Only one hole has been documented (7-21-1, in Figure 2.5-2) as being drilled in
the permit area down to include this underlying potential aquifer. The
applicant should submit data from any other drill hole sites in the permit area
and adjacent areas which include depths down to or below the aquifer beneath the
Cameo coal seam.
7. On page 4-14 and 4-15, the applicant should specify which basic parameters
will be analyzed (for both the ground water and surface water sampling) on a
quarterly basis and what will be included in the annual detailed analysis.
Also it is stated on page 4-15 that "should significant ground water be encountered
..a monitoring program will be established immediately". The applicant
should specify the monitoring methods andfrequency with parameters being determined
after an initial complete water quality analysis is submitted. Parameters should
be determined in consultation with the Division.
8. The applicant should identify the potentiometric surface of any known
aquifers in the area, along with known uses of water in the aquifer and water
table (including flow rates and water rights). If the presence of an aquifer
is confirmed by the data requested monitoring wells will have to be established.
2.04.7(2) The applicant has not submitted any minimum, maximum and average
flow data to identify critical low flow and peak discharge water to indicate
