The following comments <br />should be included in the plan before approval. <br />1. Revegetation of disturbed slopes should occur contemporaneously with <br />mining operations rather than after the completion of mining. For <br />example, there is nothing in the plan dealing with stabilization of <br />drainage ditches. All diversions or ditches used to convey overland <br />flow must be stabilized, constructed to pass the precipitation from a <br />10-year storm, etc. (30 CFR 817.43). <br />2. There is no documentation that the topsoil material or suitable <br />plant growth medium (SPGM) was tested for the presence of toxic elements <br />or deficiencies of micronutrients. <br />3. It is doubtful that four inches of topsoil and SPGM to be spread over <br />reclaimed areas is sufficient for plant establishment. In addition, <br />the areas to be reclaimed should be scarified prior to topsoil redistribution <br />to eliminate slippage surfaces and to promote root penetration. <br />4. The Reclamation Plan Map, Exhibit F, shows excessive cutting of existing <br />landforms around Sediment Pond No. 1, which would result in the loss of <br />established vegetation. I recommend revising the reclamation grading <br />plan so that less acreage and vegetation would be disturbed, <br />5. The plan does not contain a narrative or calculations dealing with <br />sediment pond runoff from disturbed areas (except for the truck scale - <br />Appendix C). Exhibit A shows four sediment ponds but no calculations <br />are enclosed in Appendix C.
