p.2

I' In view of Trinidad Basin's contracting a consultant different from the
one that prepared the permit document, I would suggest a meeting to
'i~ discuss concerns raised in this letter and familiarize the consultant
with MLR review procedures. I would urge that TBM and the consultant
1 contact me to arrange a meeting before additional materials are sub-
~ mitted. A convenient time for this initial meeting would be in early
May.
All responses to deficiencies identified in this review process should
be presented as revisions to the existing application, not as additional
submissions. In order that the final permit document will remain as
comprehensive and concise as possible, all revisions should be prepared
in a manner that will facilitate their insertion in the application to
replace the revised materials. This must be done for all volumes.
If you have any questions regarding this review, or if we can assist
you in preparing your responses, feel free to contact me.
Sincerely,
Michael S.
