• -4 • <br />In my opinion, the applicant should develop typical backfilled cross-sections, <br />similar to the operational road cross-sections depicted in Figure 2.2-23. The <br />applicant's detailed backfilling and grading proposals should be supported by <br />thorough stability analyses of the proposed backfill and grading configurations <br />for the haul road and portal bench areas. <br />The applicant's original permit application contained several deficiencies in <br />regards to the underground development waste pile, which had been remedied in <br />supplemental submittals. In response to the Division's Preliminary Adequacy <br />Review, the applicant has prepared and submitted an acceptable geotechnical and <br />stability analysis of the proposed 25,000 cubic yard underground development <br />waste pile. This analysis determined that the pile will achieve a minimum <br />static slope safety factor of 1.684, based upon conservative assumptions of the <br />waste material's strength. The applicant is also committed to an inspection <br />and certification program which conforms with the requirements of Rule 4.09.1(11). <br />The applicant's plan for the disposal of underground development waste at the <br />Munger Canyon mine is in compliance with the requirements of Rules 2.05.3(6) and <br />4.09. <br />XxII7. Subsidence (2.05.6(6), 4.20) <br />The applicant states that no structures or renewable resource lands exist within <br />the proposed permit and adjacent areas. Roy Cox concurs with that opinion. The <br />applicant is, therefore, in conformance with the requirements of Rules 2.05.6(6) <br />and 4.20. <br />XXIV. Special Categories (Steep Slope Mining) (2.06, 4.22, 4.23, 4.26, 4.27, <br />4.28, 4.29) <br />As discussed above, portions of the proposed haul road and mine portal bench <br />constitute "steep slope mining areas". The applicant should submit an :appropriate <br />backfill and grading plan in conformance with the requirements of Rules 2.06.4 <br />and 4.27, and a request for variance from approximate original contour based <br />upon steep slope mining conditions in accordance with Rule 2.06.5, if it is <br />the applicant's intention not to achieve approximate original contour. (See <br />discussion above within Section XVII, Backfill and Grading) <br />
