Application of Coal Unsuitability Criteria to ARCO <br />Coal Leases C-1362, C-0117192 and D-044569 <br />The coal unsuitability criteria analysis has been completed for portions ---= <br />of the ARCO coal leases C-1362, C-0117192 and D-044569. The report should - __ <br />be forwarded to OSIi as requested. The criteria was applied to those portions - _-_ <br />of the leases managed by the BLPt. The U. S. Forest Service has applied the - <br />criteria to those portions of the leases managed by them. <br />Unsuitability analysis and reports are required for all non-producing leases <br />issued prior to July 19, 1979. Therefore, they have been applied as a part <br />of the process of review and approval of the Mt. Gunnison No. 1 t41ne and <br />Reclamation Plan. _ <br />Four areas were considered unsuitable for surface mining, haiever, after the <br />exceptions were applied, they were considered suitable with stipulations. '~ __ <br />I am still in the process of consulting with USGS on floodplains. The USGS <br />requested (on April 14, 1981) an additional 45 days to respond. The <br />Colorado Mined Land Reclamation Board is being consulted on alluvial valley <br />floors. Therefore, the analysis of Criteria Numbers 16 and 19 will be com- <br />pleted when consultation with USGS and CIdLRB is completed. <br />Also enclosed is a copy of a memorandum from the Uncorgiahgre Basin Resource <br />Area Uildlife Biologist which may be of interest to OSM. This memorandum <br />indicates that there may be other areas unsuitable for coal mining but are <br />not on lands managed by BLM. <br />
