-5- <br />2. The applic~t must map all unconsolidated stream laid deposits along <br />Harvey Gap and pithin a two mile radius of the permit boundary. This map <br />should be on a h`ase map with a scale no smaller than 1:24,000 and include all <br />irrigation structures and areas irrigated downstream the mine site. <br />Revegetation - Rule 4,15 <br />1. On page 70, the application states that herbaceous cover will be the sole <br />revegetation standard. Rule 4.15.10, requires that "ground cover of living <br />plants shall not be less than the ground cover that existed before <br />redisturbance." Since the pre-mine vegetation cover is dense sagebrush with a <br />weak herbaceous understory, a success standard based solely on the existing <br />herbaceous cover would not be acceptable. <br />2. Statements on page 75 indicate that revegetation success will be based on <br />1983 pre-mine data and reference areas. The application should be revised to <br />reflect the current plans. <br />3. Vegetation sampling data and precipitation data must be submitted prior <br />to issuance of a proposed decision to approve the permit. <br />/bow <br />Doc. No. 3046 <br />
