<br />(8) Coal Processing Wast and Non-coal Processing Waste <br />1. Disposal methods for coal processing wastes from the wash plant <br />have not been differenciated from the disposal of excess spoil <br />and underground development wastes in the engineering report <br />by Geo Testing Laboratories. These two materials should <br />be differenciated because of the different characteristics of <br />toxicity and of stability. ,(4.10.4 and 4.09.1(12)) Therefore, <br />a description of how the samples were taken for the Geo Testing <br />anaylsis must be provided. If indeed the wash plant was <br />not represented in the sample taken, the applicant must provide <br />effective cohesion and effective friction angle data for this <br />material: If this data would change the determination of the <br />factor of safety below that required by the Division for the <br />design of the waste pile, a new design must be submitted. <br />(see 4.10.4) A1so,construction.methods must be supplied which <br />demonstrate that stability of the different materials will be <br />maintained. <br />2. The chemical makeup of the coal processing wastemust also be <br />determined pursuant to 2.05.3(8)(a)(i)(C). ' <br />3. On page 178 the applicant states that the refuse pile will be <br />covered by "up to 36 inches of non-toxic and non-combustible <br />material and submaterial." If the coal processing waste is <br />indeed toxic or acid producing, 4 feet of non-toxic, non-acid <br />forming material must be used as cover, unless it can be <br />demonstrated that performance standard 4.15 can be met. <br />(4.10.4(4)) (see 4.14.3(1)(b)) <br />The structure must be inspected for stability by a registered <br />engineer or other qualified specialist experienced in the <br />construction of earth or rockfill embankments at least quarterly <br />throughout the construction. 9.09.1 (Z 1) According to this <br />regulation, a certified report must be supplied to the Division <br />within two weeks after each inspection. <br />(10) Return of coal processing waste to underground workings <br />1. If coal processing waste is to be returned to abandoned workings <br />as stated on page I79 the applicant must submit a revision <br />pursuant to 2.05.3(10). <br />2.05.4 Reclamation Plan <br />1. A statement must be supplied which states the methods recommended ' <br />'in the consultant's reports will be followed as described. <br />2.05.9 (a) <br />2. The Division recommends a change in the seed mix for temporary <br />and permanent revegetation. The Smooth Brome should be replaced <br />with Mountain Brome and the Yellow Sweet Clover should be <br />(8) <br />
