This report <br />constitutes the 60-day notification of preliminary findings as to the sub- <br />stantive adequacy of your application, pursuant to CRS 1973, 34-33-118(5). <br />I would Like to stress the preliminary nature of this review. <br />It is recommended that once you and other members of Dorchester's staff <br />have had the opportunity to review the preliminary adequacy comments, <br />that a meeting be held to discuss the problems in each area. <br />A11 responses to deficiences identified in this review process should be <br />presented as revisions to the existing application, not as additional <br />submissions. In order that the final permit document will remain as com- <br />prehensive and concise as possible, all revisions should be prepared in <br />a manner that will facilitate their insertion in the application to replace <br />the revised materials. This must be done for all five copies of the <br />application. <br />r <br />The Division must make a written finding for the decision process (2.07.6(2)(0)) <br />that the applicant has met all financial obligations to the abandoned lands <br />fund; supportive documentation is needed. <br />Dorchester is advised that, unless the application is unusually complex or <br />controversial, MLRD must make a decision within Z20 days of the filing of <br />the complete application on whether to approve, deny, or require the permit <br />application to be modified. The 120-day dead line for Dorchester bl Mine <br />permit application is June 19, 1981. In order that we may have adequate <br />time to review responses submitted by Dorchester and incorporate the results <br />of this review into the written findings which must be prepared as a part <br />of the decision process, it is essential that Dorchester respond as expedi- <br />tiously as possible to the concerns raised in this letter. The Division <br />recommends May 20, 1981 as a submittal date. <br />
