Description of Applicant's Proposal <br />786.19(b) Criteria for Permit Approval or Denial <br /> <br />On January 5, 1978, Energy Fuels Corporation submitted a formal application to <br />Colorado Slate dined Land Reclamation Board for a final bond release on two <br />reclaimed areas. These areas were seeded at least three years prior to the <br />application for bond release. The location of each area is found on maps <br />entitled Exhibits 1 and 2 (Fish Creek Seeding and Pit 3 Seeding, <br />respectively). The area of the Fish Creek Seeding and the Pit 3 Seeding are <br />approximately 3.7 acres and 24.87 acres, respectively. <br />Precipitation during 1976 and 1977 was below the normal (14.6 inches). Figure <br />1 illustrates the precipitation occurring from September 1976 to August 1977. <br />Approximately 85 percent of the total precipitation occurs between September <br />and May. However, between September 1976 and Play 1977 only 40 percent (5.5 <br />inches) of the total precipitation (13.59 inches) occurred. Figures 2 and 4 <br />illustrate above-normal climatical conditions for plan[ growth. <br />Fish Creek Seeding <br />The Fish Creek Seeding was seeded in October 1974 when the temperature was <br />sufficiently Low enough to prevent seed germination. A grass drill with 12 <br />inche row spacing and a depth of 1/2 inch was used on the contour to assure <br />retention of water in the furrows. The seed mixture that was used <br />(recommended by the Soil Conservation Service) included: Amur Intermediate <br />Wheat grass, Manchar Smooth Brome, and Range Alfalfa.
