I appreciate your pLroR~t response. <br />2.05.4 RECLAMATION PLAN - ACCESS ROADS <br />Regarding retention of access: BLUE FLAME COAL MIKE cartnits to reclaiming all <br />roads within the fifty-three (53) acre permit area. These roads include our road up <br />to the point where it intersects the haul mad of KING COAL MINE. The other access <br />mad within the Northwest portion of the fifty-three (53) acre permit area will also <br />be reclaimed up to the point where it intersects the access road of the UTE MOUNTAIN <br />UTE TRIBE. BLUE FLAME COAL MINE canmits to constructing berms eighteen inches (18") <br />high on both sides of the road that leads across UTE MOUNTAIN UTE land to County Road <br />120. <br />GRADING AND BACKFILLING: After the portals are backfilled and sealed, the dis- <br />turbed area will be backfilled and topsoiled to approximate the original three to one <br />(3 to 1) slope. Since the permit area affected is four point one (4.1) acres, includ- <br />ing the access roads, a foreign topsoil material will be acquired fmn one of the sand <br />and gravel producers in the area. According to calculations performed by PTERE O'CONNOR, <br />Four Thousand Four Hundred and Ten (4,410) cib is yards will be imported. BLUE FLAME <br />COAL MINE cartnits to having this topsoil analyzed prior to any reclamation proceedings. <br />This soil will be analyzed for nitrogen, phosphorous, potassium and organic matter. <br />The results from testing these perimeters will be forwarded to the Division as they <br />become available to us. <br />REVEGETATION: Noxious weeds, should they appear in the amounts affecting seed- <br />ling development, will be controlled with appropriate chemicals used to control such <br />weeds after approval by the Division. <br />After the appropriate grasses, forbes and shrubs have been procured, the land <br />surface will be roughened if necessary to facilitate topsoil adhesion. Sane compaction <br />may be necessary prior to roughing the surface. The method of seeding will be drilling. <br />On slopes where the drilling machinery cannot facilitate seeding or where the operator <br />may be at risk, seeding may be broadcast and raked into the topsoil.
