The plan, as stated, includes the interception of existing underground <br />workings in the abandoned C,F & I Engle Mine. Judging from the <br />geological structure and the mention of mine drainage being a component <br />of base flow in Engleville Gulch, I surmise that water may be encountered <br />in the exposed workings. This water could be of detrimental quality, and <br />should be discussed within the Probable Hydrologic Consequences statement. <br />Subsidence (Rules 2.05.5(6) and 4.20) <br />The application identifies areas of previous subsidence within and <br />adjacent to the permit area. As such, it satisfies the requirements <br />placed upon surface mining activities by our regulations. I believe that <br />it would be appropriate, in this unique instance, to require the <br />applicant to affect repairs to any subsidence which occurred immediately <br />adjacent to underground workings intercepted by their surface strip <br />mining. We will need to consider how to articulate this rather unique <br />concern in stipulation form, unless the operator is willing to commit to <br />the condition. <br />JP/jP <br />
