3. These sites must be established once the surface facilities are
installed with stream diversions.
Response: None
Alluvial Valley Floors:
The applicant asserts that the 220 acres of irrigated pasture on Big Salt
Wash is not significant to Mr. Hitchborne's ranching operation since the
irrigated pastures provide less than 2% of the available forage on the
ranch. However, the applicant does indicate that the irrigated lands
provide for specific seasonal needs (i.e., winter bull pasture and spring
grazing) for which the surrounding rangeland is less suitable.
If irrigated pasture is taken out of production, supplemental winter feed
for the bulls and spring pasture would have to be provided by some other
source (possibly pasture or hay from irrigated lands south of the canal).
The Division needs the following information, in addition to that noted
in the Central and Eastern Lease PAR's, to make a determination of
significance.
What percentage of the irrigated pastureland on Big Salt Wash will be
taken out of production?
2. What is the acreage and production of irrigated pasture and hayland
which Mr. Hitchborne owns south of the Canal?
3. How much supplemental feeding is necessary during normal winters, and
during severe winters?
4. What lands other than the Big Salt Wash pastures are used for winter
bull pasture, spring grazing and fall calving?
If the irrigation supply to the pasture will not be affected, and the
land not directly impacted by roads etc. will still be farmed, it might
be easier for the Division to make a finding of insignificance, than if
the entire pasture were to be taken out of production.
Response: See Vol. II-A, Sec .. 2.06.8
TG/cj
9993E
