The surface water monitoring plan, as presented in the permit <br />application, is insufficient to adequately depict baseline conditions at <br />the proposed mine complex. The following surface water monitoring <br />program has been agreed upon by the operator: <br />Flow and field water quality (pH, conductivity and temperature) data will <br />be collected monthly at the following sites. <br />Big Salt Wash (S-1, S-2, S-3, S-4 and S-5) <br />Coal Gulch (C-2) <br />Garvey Canyon (G-1) <br />Dry Gulch (D-1) <br />Lipan Wash (L-1) <br />The latter two sites were agreed upon in a meeting on March 6, 1984 <br />between Candace Thompson, Brian Munson and Jim Ericson. The Division may <br />find it necessary to relocate these sampling sites or require additional <br />sites after a field inspection of the area is made. <br />The following methods will be used to estimate flow. <br />V-notch weir or equivalent -low flow in all drainages. <br />Cross-section stream velocity method - moderate to high flows in all <br />drainages. <br />(Velocity will be determined using the float method) <br />Lrest state gage - Flood flows at the following locations. <br />Big Salt Wash: <br />Coal Gulch: <br />Garvey Canyon: <br />Dry Gulch: <br />Lipan Wash: <br />S-1, 5-3, 5-5 <br />C-1 <br />G-1 <br />D-1 <br />L-1 <br />Water quality analyses will be conducted quarterly on samples from the <br />following locations. <br />Rig Salt Wash: S-1, S-2, S-3, S-4 and S-5 <br />Coal Gulch: C-2 <br />Garvey Canyon: G-1 <br />Dry Gulch: D-1 <br />Lipan Wash: L-1 <br />Water quality sampling will be scheduled to coincide with cool weather, <br />low flow, peak flow; and warm weather, low flow periods (approximately <br />March, May and September). Actual sampling dates will be determined by <br />flow conditions and site access. <br />Water quality samples will be analyzed for all the parameters contained <br />in the Division's "Guidelines for the Collection of Baseline Water <br />quality" as previously submitted to the operator. <br />With the new location of the sampling sites on Dry Gulch and Lipan Wash, <br />the operator should be able to access all surface water sampling sites on <br />the same day. If new sites are added or locations change, the Division <br />will review this decision for modifications. <br />
