Dear Bill:
The Division's staff review of the above- referenced permit
application has revealed several deficiencies and concerns which
must be resolved before ttte Division can begin making written
findings on the various aspects of the permit application.
The following comments are in addition to those raised in the
Divisions April 23, 1981 preliminary adequacy review, OSM's
December 5, 1981 apparent completeness review, and the Division's
November 30, 1981 review of the technical aspects of the permit
application. Comments regarding the adequacy of the sediment
control system proposed for the Blue Ribbon mine will be
forwarded to you in the near future. We will look forward
to receiving your responses to each of the following items
as soon as possible in order to complete the review on schedule.
Wherever possible, the responses should be submitted in [he
form of revised pages to the permit application.
2.03 LEGAL, FINANCIAL, AND C02IPLIANCE INFORMATION
2.03.4(2)(a) The applicant should provide a description
clarifying the relationship between Blue Ribbon Coal Company,
Western Associated Coal Corp., and Grand Mesa Properties Co.
i. e. whether either of the two companies perform a function
similar to a director of the applicant, are a principal
shareholder of the applicant, or are a partner of the applicant.
