Lamm <br />Governor <br />April 3, 1984 <br />Mr. Tommy Raye <br />Raye and Associates <br />976 Welch Court <br />Golden, Colorado 80401 <br />Re: Grassy Gap Permit Review <br />File: C-039-81 <br />Dear Mr. Raye: <br />At our meeting on April 2, 1984, I outlined a number of remaining permit <br />deficiencies that will preclude the Division from issuing a proposed <br />decision to approve the Grassy Gap permit. The deficiencies are listed <br />below: <br />1. Evidently, highwalT overburden samples were composited, <br />Samples must be collected and analyzed separately for each <br />discrete geologic strata to be affected, including the <br />rider coal seam which is discarded. At least two samples <br />should be taken from each strata and analyzed separately. <br />Additional sampling will be required to delineate the extent <br />of the acidic zone (pH 4.3) encountered in previous samp- <br />ling, and a plan for appropriately handling the acidic <br />material must be developed, <br />A detailed mine plan map with projected pit dimensions must <br />be provided. Dimensions of the existing pit, the final cut <br />and the overburden pile must be provided. Based on informa- <br />tion previously s~bmitted, the active pit volume is approxi- <br />mately 600,000 yd bu~ bonding calculations are based on <br />moving only 250,000 yd of boxcut spoil to fill the final <br />cut. These discrepancies must be resolved. <br />3.. Representative pre and post mining cross sections for Pit 4 <br />must be submitted. <br />At least 3 complete copies of the AVF reconnaissance invest- <br />igation must be submitted for inclusion in the application, <br />423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
