SHELTON, Director
Richartl D. Lamm
Governor
April 3, 1984
Mr. Tommy Raye
Raye and Associates
976 Welch Court
Golden, Colorado 80401
Re: Grassy Gap Permit Review
File: C-039-81
Dear Mr. Raye:
At our meeting on April 2, 1984, I outlined a number of remaining permit
deficiencies that will preclude the Division from issuing a proposed
decision to approve the Grassy Gap permit. The deficiencies are listed
below:
1. Evidently, highwalT overburden samples were composited,
Samples must be collected and analyzed separately for each
discrete geologic strata to be affected, including the
rider coal seam which is discarded. At least two samples
should be taken from each strata and analyzed separately.
Additional sampling will be required to delineate the extent
of the acidic zone (pH 4.3) encountered in previous samp-
ling, and a plan for appropriately handling the acidic
material must be developed,
A detailed mine plan map with projected pit dimensions must
be provided. Dimensions of the existing pit, the final cut
and the overburden pile must be provided. Based on informa-
tion previously s~bmitted, the active pit volume is approxi-
mately 600,000 yd bu~ bonding calculations are based on
moving only 250,000 yd of boxcut spoil to fill the final
cut. These discrepancies must be resolved.
3.. Representative pre and post mining cross sections for Pit 4
must be submitted.
At least 3 complete copies of the AVF reconnaissance invest-
igation must be submitted for inclusion in the application,
423 Centennial Building, 1313 Sherman Street Denver, Colorado 80203 Tel.
