Shelton <br />Director <br />T0: Sandy Emrich <br />FROM: Jerry Zimpfer <br />RE: Foidel Creek Underground Mine, Preliminary AVF Determination and <br />Preliminary Adequacy Review <br />DATE: November 15, 1982 <br />I have reviewed the alluvial valley floor sections of the Foidel Creek <br />underground mine permit applications, and the Eckman Park permit <br />application. The information provided is sufficient to complete the. <br />required alluvial valley floor determinations for portions of Fish Creek <br />and Foidel Creek. In order to speed up the review process for this <br />mine, I have proceeded to make preliminary AVF determinations at this <br />time rather than waiting until the Division writes a draft findings <br />document. These preliminary determinations will be expanded and formalized <br />at a later time. If the applicant chooses to provide additional information, <br />addressing these areas covered by the assumptions, the alluvial valley <br />floor determination could be refined. <br />Map 9 of the Foidel Creek Mine permit application and P1ap 6 of the <br />Eckman Park Mine permit application identify unconsolidated streamlaid <br />deposits in and adjacent to the proposed permit area. Areas shown on <br />Map 6 that lie along Middle Creek or on Foidel Creek upstream of the <br />proposed mining operation would not be affected and need not be considered <br />further. Areas of unconsolidated streamlaid deposits along Foidel Creek <br />and Fish Creek that are located adjacent to the proposed mining operation <br />and downstream from the mining operation could potentially be affected by <br />the mining operation. Alluvial valley floor determinations and the <br />appropriate findings will be made for these areas. <br />Fish Creek <br />Map 6 of the Eckman Park permit application shows unconsolidated streamlaid <br />deposits located along Fish Creek beginning several miles upstream of the <br />proposed mining operation down to the confluence with Trout Creek. The <br />permit application concedes that Fish Creek has been determined to be an <br />alluvial valley floor based upon the capability for subirrigated agricultural <br />activities. The applicant has not identified any historic or existing <br />flood irrigated areas along Fish Creek. Records of the State Engineer's <br />Office show several existing stream diversions located on Fish Creek both <br />
