Carol Pahlke <br />December 23, 1980 <br />Page 24 <br />Further field investigation demonstrating that soil <br />quality and quantity do not necessarily increase in <br />lower areas was found while soil surveying the <br />county road relocation corridor prior to road con- <br />struction. This can be seen .from Map 25a. Much of <br />the landscape of the relocated county road is found <br />on flatter areas to the east of Pit #1. However, a <br />brief soil survey of this area revealed extremely <br />poorly developed Coalmont (X73) soils with A <br />horizons 2" to 4" thick over B horizons with clay <br />content well in excess of 708 by field determin- <br />ation. <br />In light of the above and based upon all of the <br />materials presented in the Permit Application <br />relative to the soil survey, it is the firm convic- <br />tion of Kerr Coal that the sample sites chosen for <br />the soil survey accurately and adequately represent <br />the soils present over the Permit Area. Submittal <br />of additional soil data for additional sample sites <br />within the Pit #1 area would serve only to increase <br />the volume of information currently in the posses- <br />sion of MLRD without providing any substantively new <br />material. <br />3. Tables 77 and 42a submitted by Kerr Coal are missing some <br />data that may be helpful in determining a more suitable top- <br />soil salvage plan for pits 1 and 2. In table 77 the missing <br />data I am concerned about is the topsoil and subsoil depth <br />information for map symbols 32, 33, 41, 42 and 101, and in <br />table 42a the gap in horizon depths for map symbols 32 and 41. <br />Kerr Coal must provide an explanation of why this data is not <br />available. <br />Res onset In reference to Table 77, topsoil and <br />subsoil depth information for map symbols 32, 33, <br />41, 42 and 101 has been questioned. Table 77 has <br />been revised to include Footnote 2. This Footnote <br />explains that symbols 32, 33, 41 and 42 are found in <br />Cryorthent areas where there are no horizon designa- <br />tions by definition. Depths for sample #101 are: A <br />horizon--0" to 3" and B horizon--3" to 10". This <br />data was gathered after the original soil survey was <br />completed. Consequently, this soil depth informa- <br />tion was inadvertently omitted from the data pre- <br />pared for submittal. Table 77 and Table 42a have <br />been revised to include these soil depths. <br />
