<br />Revised 5-21-82 <br />FACT nIIMP <br />Approximately 1.3 million cubic yards of overburden will be placed in a <br />permanent dump, 0 to 40 feet thick, between the pit and the eastern boundary <br />of the property, called the "East Dump". Presently, this dump area is somewhat <br />Bullied. To ensure stability, slopes on the completed dump will range from <br />horizontal to 5:1, averaging about 9:1 or 11 percent. The final surface will <br />grade gently into the surrounding terrain. No part of it will be built on an <br />old landslide. Figure 3 shows cross-sections and contours on the final <br />surface and the dump location. <br />During construction of the East Dump, vegetation will be progressively <br />removed. Using scrapers, topsoil will then be progressively removed and <br />stockpiled as detailed in Plate 15. Overburden material will be brought from <br />the pit by scrapers and spread along the contour in 6 to 12 inch lifts. If <br />compaction from the scraper traffic is not adequate, the supervisor will <br />specify watering procedures to achieve the compaction necessary for stability. <br />The approximate original drainage will be restored. The final surface will <br />be scarified and topsoil will be brought from stockpiles and spread by <br />scrapers along the contour to a thickness of one foot. Reclamation will then <br />proceed as detailed in the reclamation plan. See Appendix J for Engineering <br />and Hydrological Data Supplement for the East Dump. <br />Stages 6 - 9. The mining face in the lower half of the V-shaped cut will <br />pivot clockwise and then proceed southeastward to allow extraction of the <br />remainder of the lower seam. Overburden will be used to progressively refill <br />the pit, with the fill following the mining face no closer than 100 feet. <br />Haul Roads. The haul road for the Bourg mine consists of approximately <br />4732 feet of existing ranch road, which has been upgraded, and 2768 feet of <br />new road to the mine site. Maximum gradient on the road does not exceed 6%. <br />The entire road crosses BLM property; BLM has primary control of it and <br />the MLRB has agreed that where regulations conflict, BLM requirements <br />will be followed. Specifications for the road were determined by the BLM <br />(See Appendix F). These included: road width, 30 feet; surface, 4 inches <br />of compacted base; road cut slopes, maximum of 1.5(h):l(v); fill embankment, <br />built in horizontal lifts of 18" or less. <br />D-6 <br />
