To facilitate all concerned, our reply <br />references each memo by author, date, and item. <br />• Memo, Rick Mills <br />December 20, 1979 <br />Page -4- <br />Item 3) the question is regarding the drainage system on tap of the <br />excess spoil structures. In our opinion, there has been a semantics problem <br />with regard to drainage on top of the excess spoil structures. Our intent <br />was covered by recommendation 11 in our report of September 11, 1979. Es- <br />sentially, we recommend that the point of intersection of the outslope with <br />the top of the fill be the highest portion of the excess spoil pile. We <br />further recommended that the central portion of the fill be overbuilt ap- <br />proximately 5 percent to allow for long-term settlement. This will result <br />in water draining from the surface of the fill and flowing to the edge of <br />the fill. At various locations within our report, for example, recommenda- <br />tion 9, we have suggested surface drainage ditches on both sides of the pro- <br />posed fill, and additionally, we have recommended an interceptor ditch near <br />the point of intersection of the natural soils with the top of the disposal <br />fill. We assume that moisture which collects on the surface of the disposal <br />area will be directed to collection ditches located along the side and at <br />the top of the fill. I am afraid there may have been some misunderstanding <br />in the verbage. In our report, we have referred to point of intersection <br />of the outslope with the top of the fill as the head of the fill. I believe <br />the type of drainage we are anticipating would be in conformance with para- <br />graph 816.72-f.
