2%b. All requested information on the access/haul road has <br />been provided. The information can be found in Sections <br />2.2.2, 2.4.1 and 2.4.5. <br />28. No air pollution control plan has been provided in lieu <br />of the identification of an Emmissions Permit issued by <br />the Colorado Department of Health, and what has been <br />identified in Sections 2.2.2, 2.2.3, 2.4.3 and 4.7.1. <br />28.1. Watering is used to control dust when dust is generated, <br />or when it is felt that dust could be generated due to <br />dry conditions. Specifically, water will not be added to <br />the road during a precipitation event, as it will not be <br />needed at that time; this includes snow accumulation. No <br />water will be added during freezing conditions. <br />28.2 If it is found that simple watering with a water truck will <br />not suffice to control dust, COHEREX will be applied as <br />recommended by a distributor. Based on past experience, <br />it is anticipated that the application of water will suffice <br />for the control of fugitive dusts generated by truck traffic. <br />If it becomes necessary to add a surfactant, application <br />rates and dilution ratios will be provided to the regulatory <br />agency for their information. <br />28.2 (para. 2). Federal regulation requires only the identi- <br />fication of the air quality permit. This has been provided <br />in Appendix E. <br />Pages 16 and 17 <br />28.2 (para. 3). Additional information is not provided in lieu <br />of the identification of the Emmissions Permit identified <br />in Appendix E. The issuance of this permit satisfies all <br />questions relative to PSD. <br />29a. The section requiring backfilling of all disturbances <br />associated with the mining operation is 817.101. Pursuant <br />to this regulation every effort has been made to find some- <br />thing to backfill (See Section 3.3.1). <br />29b. The reclamation of the bench area is discussed in Section <br />2.2.2 and Chapter 3.0 of the text. <br />29c. The fill material on the downslope of the road and bench <br />area is material taken from the immediate area of the fill. <br />Section 2.2 specifically identifies that no acid-forming <br />or toxic producing materials have been or will be deposited <br />on the surface. <br />30. No blasting has been identified in the application and <br />therefore will not be utilized. <br />-8- <br />
