III. Variation Due to Chance <br />A. A regional analysis of several watershed. would tend to average <br />these variations. (Some methods have been developed to analyze a <br />single watershed, but applicability is limited and results may be <br />questionable.) <br />The applicant should not construe these comments to mean that we require <br />consideration of all these factors. We recognized that some factors <br />are difficult or impossible to consider in all cases. Rather, we point <br />out these factors to demonstrate what has been considered in other cases <br />where data was extrapolated. The expert doing the work should discuss <br />which factors were considered and why, which factors were not considered <br />and why, which method of extrapolation was used, and what methods to <br />collect data were used. (For information on commonly used methods the <br />applicant may refer to USES Book 4, Chapter B3, Regional Analyses of <br />Streamflow Records and USGS Book 4, Chapter B1, Low Flow Investigation.) <br />Protection of Hydrologic Balance 2.05.6(3) <br />1. The applicant must quantify the amount of water to be consumed in <br />the mining operation. <br />2. The applicant must determine the total amount of water which could <br />be impounded in all sedimentation ponds. <br />NauZ Roads 4.03.1 <br />1. The applicant must provide a profile drawing of a21 roads used as <br />a haul road. The profile must show the original profile and the proposed <br />haul road profile. Culvert, switchback, and ditch relief drains and <br />cross drains must also be indicated. The profile must indicate eleva- <br />tions on the Y axis and should be at the same scale as the topographic <br />map of haul roads. Slopes and distances, particularly between culverts <br />should be indicated. <br />2. Typical cross-sections must be shown for alI haul roads representing <br />critical cut and fill sections. The cross-sections should show maximum <br />slopes and minimum road drainage ditch dimensions. <br />3. Road cross-sections should indicate the construction materials used <br />and road pitch. <br />4. The applicant must address the applicable requirements of 4.03.1(3)(c) <br />and (d) for aI1 cuts and fills. <br />5. The applicant must demonstrate that all culverts to be installed <br />were designed, constructed, and maintained to sustain the vertical soil <br />pressure, the passive resistance of the foundation, and the weight of <br />vehicles being used. <br />6. A11 cut sections of roads must provide a ditch at the base of the <br />cut. <br />(4) <br />
